China's banking industry officially opens to full foreign competition on Monday, a landmark for the country's financial sector and a day of reckoning for the country's mostly state-owned banks. Aug. 15 (Bloomberg) -- In the three years since receiving his engineering degree in Shanghai, Jason Zhang has switched jobs twice and quintupled his salary as overseas companies scour China for professional workers. ``If you have language skills, if you have technical skills, it's very easy to find a job,'' says Zhang, 26, who speaks fluent English and now writes software for International Business Machines Corp. ``There are more jobs than even two years ago because of the outsourcing from Europe and the U.S.''

PROPOSED NEW RESTRICTIONS ON EXPORTS TO CHINA

On July 6, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) published a proposed rule that revises and clarifies U.S. policy on exporting goods and technology to the People’s Republic of China (PRC). The rule imposes significant new restrictions on certain U.S. exports to the PRC. The stated intent of the proposed rule is to prevent exports and re-exports that would make a material contribution to the PRC’s military capability.
